Governing one agent and governing a chain of agents are different problems. One is vertical, one is horizontal. F-ACT answers the first; T-RUE answers the second. You need both.
Closing the cross-agent trust gap takes two standards, not one. F-ACT is vertical — it governs a single agent (GUARD: Grant, Usage, Audit, Revocation, Data). T-RUE is horizontal — it governs the delegation chain, guaranteeing that a revocation at the origin becomes invalidity at every point downstream. F-ACT alone cannot prevent stranded trust: a withdrawn authority still being relied upon downstream because the withdrawal never arrived. Card networks solved transitive revocation for payments decades ago; the agent economy has no equivalent, and that is the space between the walls.
