Methodology & Sources

This map classifies jurisdictions by the most advanced AI-specific governance instrument publicly available. Status tiers follow a simple hierarchy: binding law in force > legislation adopted/advanced > formal proposal tabled > voluntary framework/guidance. General-purpose laws (e.g. data protection, consumer protection) that may apply to AI are noted but do not elevate a jurisdiction's status tier.

Every entry links to an official source — legislation text, government gazette, or regulatory announcement. The map does not assess enforcement effectiveness, only the existence and stage of formal governance instruments. Sub-national instruments (US state bills, German Länder, Chinese municipal rules) are noted where they represent the leading edge within a jurisdiction.
