A quieter transformation is under way
Education policy is often narrated through visible artefacts: laptops in classrooms, online platforms, standardised tests, or now systems that can generate text, feedback and lesson materials in seconds. But technologies rarely determine outcomes on their own. Their effects depend on institutions: curricula, assessment regimes, teacher preparation, procurement rules, data governance, parental trust and political legitimacy. In education, those slow-moving structures matter more than moments of technical novelty.
This is why the most important divide in schooling is no longer simply digital. In many countries, connectivity has improved and devices are more common than they were a decade ago, even if access remains uneven. What is widening instead is the gap between education systems able to absorb innovation thoughtfully and those that lurch between enthusiasm, anxiety and administrative drift. The issue is not whether software can support learning. It is whether ministries, schools and universities can decide what is worth adopting, for whom, under what safeguards and to what educational end.

That distinction matters because schooling is not only a service for transmitting knowledge. Why access is no longer the whole story
For years, digital inequality dominated discussion of education technology, and for good reason. The pandemic exposed deep gaps in home connectivity, device ownership and the basic infrastructure needed for remote learning. UNESCO, the OECD and the World Bank all documented how school closures magnified existing inequalities, particularly for poorer pupils and those in less connected regions. Those inequalities have not disappeared.
Yet to stop at access now is to misread the next phase. A school may be connected and still be institutionally unprepared. Teachers may have devices and still lack time, training or authority to integrate them intelligently. Universities may deploy automated systems while remaining uncertain about academic integrity, assessment design or student data protection. In such settings, the formal presence of technology can disguise a deeper absence of strategy.
The OECD has repeatedly noted that technology’s educational value depends on how it is embedded in teaching practice rather than on exposure alone. This sounds obvious, but it carries a harder implication: investment without governance is not modernisation. A procurement decision is not a learning strategy. And a classroom tool, however polished, cannot compensate for weak teacher development, incoherent curricula or overloaded assessment systems.
The centre of gravity is shifting back to teachers
If recent years have clarified anything, it is that teaching remains stubbornly resistant to simplistic automation. Good teachers do far more than transmit information. They sequence ideas, read a room, infer misconceptions, sustain motivation, calibrate challenge, manage social dynamics and decide when a student needs encouragement rather than correction. These are not mystical qualities, but neither are they easily codified.
That is why the expansion of generative tools is likely to make teacher judgement more important, not less. When students can obtain instant explanations, draft essays or synthetic summaries, the educator’s role shifts towards curation, interpretation and the design of tasks that reveal understanding rather than mere output. This is not a smaller profession. It is a more demanding one.
Research from organisations such as the Education Endowment Foundation has long suggested that technology tends to improve learning when it supports clear pedagogical aims, especially through feedback, practice and metacognition, rather than when it is treated as an end in itself. The practical lesson is straightforward: teachers need professional autonomy and structured support to decide when digital assistance sharpens learning and when it merely creates the illusion of efficiency.

Systems that underinvest in teacher development will discover this the hard way. If staff are expected to navigate new tools while carrying heavy workloads and facing heightened scrutiny, adoption will become either superficial or defensive. Conversely, where teachers are trusted as active evaluators of technology rather than passive recipients, innovation is more likely to be disciplined by classroom reality.

Assessment is becoming the pressure point
No part of the education system is more exposed to recent technical change than assessment. When a student can generate plausible prose, solve standardised problem types or receive automated hints within seconds, traditional homework and take-home essays become weaker signals of actual understanding. Institutions are therefore confronting an awkward truth: many assessment formats were already brittle before the latest wave of digital tools arrived.
Universities have been first to feel the strain, but schools are not far behind. The question is not simply how to detect unauthorised assistance. It is whether assessments measure what systems claim to value. If curricula emphasise reasoning, synthesis, oral communication and problem-solving in unfamiliar contexts, then examinations and coursework must evolve accordingly. More in-class writing, oral defence, iterative drafts, practical tasks and locally contextualised projects may all gain importance.
This transition will not be easy. Assessment systems are deeply embedded in selection, admissions and labour-market signalling. They are meant to be comparable, scalable and politically defensible. Redesigning them is expensive and contentious. Yet failing to do so invites a steady erosion of confidence. When students, parents and employers suspect that credentials no longer represent reliable evidence of learning, legitimacy weakens.
The challenge is therefore constitutional as much as technical. Assessment is the mechanism by which education confers trust on achievement. If that mechanism becomes misaligned with the reality of how work is produced, public institutions must either redesign it or accept mounting scepticism.
Evidence must become more disciplined
Education has a long history of inflated claims attached to new methods and tools. This is partly because learning is difficult to measure cleanly and partly because schools are under constant pressure to improve outcomes at manageable cost. In such an environment, the promise of a scalable solution is always attractive. But education systems should have learned by now that novelty is not evidence.
UNESCO’s recent guidance on generative artificial intelligence in education is notably cautious, stressing age-appropriateness, privacy, bias, transparency and the need for human oversight. That caution is not anti-innovation. It is what responsible public administration looks like when evidence is incomplete. Similar prudence appears in emerging work from the OECD and in national regulatory debates about children’s data and automated decision-making.
What is needed next is not blanket acceptance or rejection, but tighter evaluation. Schools and universities should know which interventions improve attainment, for which students, in which subjects, under what conditions and at what opportunity cost. They should also ask what secondary effects follow: increased teacher workload, weaker writing fluency, excessive dependence on prompts, or privacy risks that are invisible in short-term trials.
- Does the tool address a defined learning problem rather than a general desire to modernise?
- Can staff explain how it improves teaching or assessment in practice?
- Is there credible evidence beyond vendor claims or anecdote?
- What data are collected, where are they stored and who can use them?
- How will the institution know when to stop using it?
These are not bureaucratic obstacles. They are the minimum architecture of public trust.

Equity now runs through design, not only distribution
Older debates about inequality focused on who had access to devices and connections. That remains essential, but the frontier has moved into design choices. Which students are channelled towards automated tutoring? Which groups are subjected to greater surveillance in the name of engagement or behaviour? Who benefits from personalised support and who is nudged into narrower forms of instruction because they are cheaper to scale?
The risk is that education systems use digital tools to reproduce a familiar stratification. More advantaged students may receive rich, discussion-based teaching supplemented by technology when useful. Less advantaged students may encounter a thinner model: more monitoring, more remediation, more standardisation and fewer opportunities for open-ended inquiry. If that pattern hardens, technology will not democratise learning. It will codify educational hierarchy.
UNICEF and UNESCO have both stressed that children’s rights, inclusion and safety must be central to digital education policy. This should be read broadly. Equity is not only a matter of reaching marginalised learners. It is also a matter of ensuring that technical systems do not quietly lower expectations for some while expanding horizons for others. Design decisions about language, accessibility, cultural representation and teacher discretion all shape whether a tool widens or narrows opportunity.

Data governance is becoming a pedagogical issue
For years, discussions of educational data were treated as an administrative or legal matter. That is no longer adequate. When learning analytics, adaptive systems and automated feedback influence how students are grouped, supported or judged, data governance becomes inseparable from pedagogy. Questions about privacy, consent, explainability and security are also questions about educational fairness.
This is especially important where children are concerned. Regulators in Europe and elsewhere have underscored that minors merit particular protection online. Yet schools and universities are often poorly equipped to interrogate opaque systems or negotiate complex terms governing data use. Public institutions can therefore find themselves making far-reaching decisions about student information without the expertise or leverage to do so confidently.
The remedy is not to freeze digital experimentation. It is to build capability. Education ministries need stronger technical literacy. School leaders need procurement frameworks that assess privacy and interoperability as seriously as price. Teachers and families need plain-language explanations of what systems do and do not infer. And students themselves need digital literacy that includes understanding how automated systems shape choices around them.
Seen this way, data governance is not an external compliance burden. It is part of teaching young people what a responsible digital society requires.
Higher education is the testing ground
Universities are often the first institutions to absorb shifts in knowledge production. They sit at the intersection of research, credentialling and labour-market preparation, making them unusually sensitive to tools that alter reading, writing and inquiry. The current moment is no exception. Faculty are reconsidering essay design, oral examination, coding assignments and the role of foundational literacies. Administrators are revisiting academic integrity frameworks that were built for earlier forms of plagiarism.
But higher education also reveals a broader tension. Universities are under pressure to expand access, prove value and support employability while preserving intellectual standards and academic freedom. New digital systems intensify each side of that equation. They can help students with feedback, language support and accessibility. They can also tempt institutions into substituting convenience for rigour or surveillance for trust.
The most capable universities are unlikely to treat this as a one-off disruption. They will use it to ask deeper questions about what graduates should be able to do unaided, what kinds of collaboration count as legitimate, and which forms of assessment best reflect disciplinary practice. In that sense, higher education is not merely reacting to a technical shift. It is renegotiating the terms of scholarly competence.
National strategy matters more than pilot projects

And they will build mechanisms for independent evaluation so that adoption can be revised when evidence changes.

What parents and pupils are really asking
Public debate often frames technology in schools as a contest between enthusiasm and fear. Parents are presumed either to welcome efficiency or to worry about screens. Students are cast as impatient adopters or as victims of distraction. In reality, the underlying concerns are more sober. Families want to know whether schools can still guarantee meaningful attention, fair assessment and the development of durable skills. Pupils want tools that genuinely help them learn without turning education into a continuous exercise in monitoring.
These concerns converge on trust. If institutions cannot explain why a system is being used, how it supports learning and what safeguards exist, scepticism is rational. Trust is not secured by insisting that change is inevitable. It is earned when schools can show that they remain answerable to human judgement, educational purpose and democratic norms.
This is why the future of education will remain resolutely political. Decisions about curriculum, assessment, data and teacher authority are never purely technical. They reflect collective choices about what societies owe the young and what capabilities citizens should possess. Digital tools may reshape those choices, but they cannot replace them.
The strategic task ahead
The temptation in education is always to search for a master lever: a reform, a platform, a metric or a technology that can cut through the system’s complexity. Yet schooling is a dense institutional ecology. Lasting improvement comes from alignment, not shortcuts. The current wave of digital change does not overturn that truth; it sharpens it.
The strategic task, then, is not to make education more technological at any cost. It is to make institutions more capable of governing technology in the service of learning. That means stronger public evidence, better teacher preparation, more resilient assessment, clearer safeguards for children and a firmer articulation of what schools and universities are for.
If that sounds less dramatic than the prevailing rhetoric, so be it. Education does not need grand claims. It needs disciplined reform. The systems that flourish will be those that treat innovation neither as salvation nor as threat, but as an object of governance. In the years ahead, that may prove the most important educational skill of all: the ability of institutions to adapt without surrendering their purpose.
