Education in an Age of Constant Upheaval

A framework for thinking about learning when technology, labour markets and civic life are all moving targets.

Key Insight: The future of education will be decided less by new tools than by whether institutions can combine strong foundations, credible assessment and lifelong access to learning.

The question is no longer whether education must change

Education sits at the junction of three forces that are reshaping modern societies: rapid technological change, labour-market volatility and widening concern about social cohesion. For much of the 20th century, the dominant model was linear. People acquired foundational knowledge in childhood and early adulthood, earned a qualification, entered work and updated their skills only occasionally. That sequence is becoming less reliable.

Knowledge now depreciates faster in some fields, occupations evolve more often and workers can expect longer careers with more transitions. At the same time, schools and universities are being asked to do more than prepare people for employment. They are expected to cultivate judgement, resilience, civic understanding and the capacity to navigate abundant, uneven information. These demands are not temporary. They define the new operating environment for education.

A useful framework begins by rejecting two common errors. The first is technological determinism: the belief that digital tools alone will modernise learning. The second is institutional fatalism: the assumption that large education systems are too slow to adapt. In practice, durable progress depends on the interaction between pedagogy, assessment, governance, funding and public trust. The challenge is systemic, not merely technical.

Education systems are no longer preparing people for a single destination; they are preparing them for repeated transition.

This matters because policy debates often fixate on symptoms. Test scores rise or fall. Employers complain of skills gaps. New platforms promise personalised learning. Universities worry about enrolment. Yet these are fragments of a larger story. Education is moving from a front-loaded phase of life to a recurring social function. Systems built for one long preparation period must now support continuous renewal.

Why the old settlement is under strain

The post-war educational settlement in many countries rested on a straightforward bargain. States expanded access, families invested time and money, and credentials served as a rough proxy for capability. This bargain delivered enormous gains in literacy, health, productivity and social mobility. But it is under strain for several reasons.

First, the economic return to education has become more uneven. Tertiary education still confers substantial labour-market advantages on average, as the OECD and World Bank have repeatedly shown, but averages conceal growing variation by subject, institution and region. Second, the signalling power of credentials can weaken when qualifications proliferate without corresponding clarity about what learners actually know and can do. Third, educational opportunity remains deeply unequal, often reflecting family income, geography and access to social capital as much as aptitude or effort.

There is also a temporal mismatch. Institutions still concentrate resources heavily in the first quarter of life, even though economic and technological change increasingly demands learning in mid-career and later life. The result is a system that remains vital at the start, but patchy when people most need to reorient themselves. The idea that education ends at graduation has become one of the least realistic assumptions in public policy.

None of this implies that the traditional aims of education have become obsolete. Reading, writing, numeracy, scientific reasoning and historical understanding remain indispensable. If anything, they matter more in an era of information abundance and automated outputs. But the context in which these foundations are acquired and applied has shifted. The issue is not whether the old settlement mattered. It is whether it is sufficient.

Foundational learning is the first bottleneck

Ambitious talk about advanced skills often obscures a simpler fact: many education systems still struggle to secure foundational learning for all. UNESCO and the World Bank have warned of a global learning crisis in which schooling does not reliably translate into learning, particularly in low- and middle-income countries. Even in richer economies, gaps in literacy, numeracy and comprehension remain stubborn.

This is not a niche problem. Foundational skills are cumulative. Weak reading ability in primary school narrows access to the rest of the curriculum; weak numeracy limits later participation in technical and financial life; weak writing constrains both employment and citizenship. Deficits acquired early tend to compound over time.

A serious framework for the future must therefore begin with the basics. It is tempting for policymakers to leap straight to coding, artificial intelligence or entrepreneurial education. But advanced capabilities rest on foundational ones. The evidence from education research consistently suggests that explicit attention to early learning, high-quality teaching and targeted support for struggling pupils yields larger and more equitable returns than fashionable add-ons.

This point has a political dimension as well as a pedagogical one. Public trust in education reform depends on visible competence in core tasks. Citizens are more likely to support innovation when systems can demonstrate that they are securing literacy, numeracy and progression reliably. A system that cannot deliver the basics at scale will struggle to persuade the public that it can manage more ambitious transformation.

Skills matter, but they are not the whole story

Much of the modern debate frames education primarily as a response to labour-market demand. There is good reason for this: employers report persistent shortages in digital, technical and interpersonal capabilities, while workers face occupational disruption. Yet reducing education to workforce preparation creates its own blind spots.

Education has always served several purposes at once. It prepares people to earn a living, certainly, but also to interpret evidence, deliberate with others, understand institutions and participate in collective life. The health of a society depends partly on whether its citizens can assess claims, distinguish expertise from noise and tolerate disagreement without descending into mistrust. These capacities are not ornamental. They are essential in democracies operating under conditions of media fragmentation and algorithmic amplification.

The practical conclusion is that transferable capabilities matter as much as narrow technical ones. Communication, collaboration, ethical reasoning, quantitative literacy and learning-to-learn are often treated as soft or secondary. In fact, they are what allow people to move across roles, industries and technologies. Technical skills can become obsolete; adaptive capacities are what help individuals recover.

This is one reason employers frequently say they want graduates who can solve problems in unfamiliar settings rather than merely reproduce established answers. It is also why debates about curriculum should resist false choices. A good education does not require a trade-off between knowledge and skills, or between academic study and practical application. It requires a disciplined synthesis of both.

Assessment is the hidden architecture of reform

If curriculum defines what societies say they value, assessment reveals what they value in practice. Examinations, grades and credentials shape behaviour across the system: what teachers teach, what students prioritise, what families reward and what employers trust. Reformers often underestimate this. They revise standards or introduce new pedagogies while leaving assessment structures largely intact. The result is institutional friction and limited change.

Strong assessment systems serve three functions. They certify attainment, provide feedback for improvement and support public accountability. Problems arise when one function crowds out the others. High-stakes testing can produce comparability, but it may also narrow learning if poorly designed. More authentic forms of assessment can capture complex performance, but they may be harder to scale and standardise. The policy challenge is not to abolish assessment, but to make it more valid, transparent and proportionate.

There is growing interest in richer forms of evidence, including portfolios, project work and competency-based approaches. These can be useful, especially when aligned with clear standards. But they only gain public legitimacy if outsiders can understand what they mean and trust that they are consistent. In education, credibility is a hard currency. Once lost, it is difficult to regain.

This is particularly important for lifelong learning. Adults returning to education often need shorter, modular pathways that recognise existing knowledge and fit around work and care responsibilities. Yet these pathways will only expand if their assessments are legible to employers, institutions and learners themselves. Flexibility without trust is not reform; it is fragmentation.

Teachers remain the decisive institution

In every period of educational change, the same temptation returns: to assume that new systems can substitute for professional teaching. The evidence suggests otherwise. Across countries, teacher quality is among the most important school-based influences on student learning. Technology can support teaching, widen access and improve administration. It does not remove the need for skilled adults who can diagnose misunderstanding, motivate effort, adapt explanations and build intellectual confidence.

This places the teaching profession at the centre of any serious framework. Recruitment matters, but so do preparation, mentoring, career progression and working conditions. Systems that treat teachers as delivery mechanisms rather than as expert practitioners tend to struggle with morale, retention and implementation. Reform is enacted in classrooms, not only in strategy documents.

The profession also needs time and infrastructure for continuous improvement. Expecting teachers to absorb new curricula, new tools, new reporting requirements and new inclusion responsibilities without corresponding support is a recipe for superficial compliance. High-performing systems often combine clear expectations with investment in professional development, collaborative planning and access to evidence-informed practice.

There is a broader institutional point here. Teachers are not simply employees within education systems; they are mediators between policy and lived experience. They translate abstract aims into daily routines. They also provide a form of social stability for children and communities. In volatile times, that relational role becomes more, not less, important.

Technology can widen access, but it cannot rescue weak systems

Digital tools have expanded what is possible in teaching and learning. They can personalise practice, make materials easier to distribute, support remote access and help institutions analyse student progress. During periods of disruption, they can preserve a degree of continuity that would once have been impossible. These are real gains.

But technology is not an educational strategy in itself. Its effects depend heavily on design, teacher capability, infrastructure and the surrounding institutional model. The OECD, UNESCO and others have repeatedly noted that simply adding devices or platforms does not guarantee better outcomes. In some contexts, digital adoption can even widen inequality, especially where broadband access, quiet study space or parental support are unevenly distributed.

A more sober view is to see technology as a layer rather than a substitute. It can enhance explanation, practice, accessibility and administrative efficiency. It can help adults access learning at flexible times. It can make certain forms of feedback quicker and more targeted. Yet the hard problems remain resolutely human: motivation, trust, judgement, inclusion and the sequencing of knowledge.

This distinction helps explain why many digital initiatives generate bursts of enthusiasm but mixed long-term results. The bottleneck is often not software but system capacity: procurement, teacher training, curriculum alignment, data governance and support for disadvantaged learners. In education, implementation is usually where ambition meets reality.

Lifelong learning is becoming a core public function

For decades, lifelong learning was discussed as a desirable supplement to formal education. It is now moving closer to a central economic and social necessity. Longer lives, delayed retirement, occupational churn and changing industrial structures mean that more adults will need to retrain, upskill or simply re-enter structured learning at several points across adulthood.

This has consequences for policy design. Adult learning cannot be treated as an afterthought funded through short-term pilot schemes. It requires durable finance, flexible provision and guidance that helps people navigate choices. Community colleges, universities, further education providers, libraries, employers and online institutions all have roles to play, but they need stronger links between them. The system should feel navigable rather than improvised.

There is also a distributional question. Those who most need further learning are often least able to access it. Time constraints, cost, care responsibilities, weak prior attainment and uncertainty about returns all inhibit participation. Better-off workers with stronger qualifications tend to receive more training, while lower-paid workers in more precarious roles receive less. Left alone, lifelong learning can reproduce the inequalities it is meant to reduce.

That is why guidance, recognition of prior learning, modular courses and financial support matter so much. The goal should be to reduce the penalty attached to returning to study. A system built for lifelong learning must assume interrupted pathways, mixed motives and varied starting points. It should treat re-entry as normal, not exceptional.

Inequality is not a side issue but a structural feature

No framework for education is complete without confronting inequality directly. Educational outcomes are shaped by far more than what happens in classrooms. Early childhood experiences, nutrition, housing, health, family income, neighbourhood safety and access to cultural capital all influence readiness to learn and the ability to sustain progress. Schools can mitigate these forces, but they cannot erase them alone.

This is why the most effective education policy is often interdepartmental. Early years support, child health, transport, digital access and family income policy all affect learning. The evidence on early childhood development in particular is strong: interventions in the early years can have lasting effects on language, social development and later attainment. By the time disparities become visible in exam results, many of their roots are already deep.

At later stages, inequality reappears in different forms: unequal access to experienced teachers, enrichment activities, counselling, internships and networks that convert qualifications into opportunity. Even when formal access expands, hidden barriers remain. Systems concerned with fairness must therefore focus not only on entry, but on progression and completion.

This is one reason place matters. Regional disparities in educational provision and local labour markets shape what learning feels worth pursuing. A course is not merely a course; it is a wager on future opportunity. If institutions want participation to rise, learners must be able to see plausible routes from study to security, dignity or civic belonging.

Universities are being pulled in several directions at once

Universities occupy a special place in the education ecosystem because they perform multiple roles simultaneously: teaching, research, credentialling, regional development and, often, cultural stewardship. That breadth is a strength, but it also creates tension. Expectations have expanded faster than institutional capacity in many systems.

On one side, universities are expected to produce employable graduates and support innovation. On another, they are asked to preserve academic freedom, advance scholarship and provide broad intellectual formation. Financial pressures, demographic shifts and political scrutiny can make these aims harder to reconcile, especially where funding models depend heavily on tuition income or where public confidence is fragile.

The most constructive response is not to force universities into a single mould, but to clarify their differentiated roles. Some institutions will be more research-intensive, others more teaching-led, vocationally oriented or regionally embedded. Diversity within a coherent system is preferable to rhetorical uniformity masking practical divergence.

What should remain common is a commitment to intellectual standards, transparent outcomes and meaningful support for students from varied backgrounds. Universities cannot do everything, but they can do several things well if incentives are aligned. The strategic question is less whether higher education matters than what social contract should govern it in the decades ahead.

What a resilient education system would look like

A resilient education system would have several recognisable features. It would secure foundational learning early and reliably. It would invest in teachers as expert professionals. It would align curriculum, assessment and pedagogy rather than treating them as separate silos. It would offer flexible, trusted pathways for adults to return to learning. And it would address inequality not as an external inconvenience but as a central design constraint.

It would also adopt technology selectively, with clear evidence about where digital tools improve access or outcomes and where they merely add complexity. It would publish data that help the public understand performance without reducing education to a narrow scorecard. And it would preserve the civic purposes of education alongside its economic ones.

Crucially, resilience does not mean rigidity. Systems need capacity to adapt, but adaptation requires institutional memory, stable funding and public legitimacy. Constant reform can be as damaging as stagnation if it leaves educators exhausted and learners confused. The aim should be cumulative improvement, not perpetual disruption.

That suggests a final principle. Education policy should be judged not by novelty, but by whether it expands human capability over time. In an era of uncertainty, the strongest systems will not be those that chase every trend. They will be those that combine foundational strength with the flexibility to help people begin again.

The strategic choice ahead

Education is often discussed as though it were one policy sector among many. In reality, it is an enabling system for almost all the others. Productivity, public health, democratic resilience, technological adoption and social mobility all depend partly on whether people can learn effectively throughout their lives. That makes education not merely a budget line, but a form of national infrastructure.

The strategic choice is therefore clear. Governments and institutions can continue to treat education as a sequence of stages, heavily weighted toward the young and measured through intermittent credentials. Or they can begin to redesign it as a lifelong architecture of capability: strong in the basics, open at multiple points of entry, serious about assessment and grounded in equity.

The second path is harder. It demands coordination across ministries, stable political attention and a willingness to measure success over decades rather than headlines. But it is also more realistic. The world people are entering is unlikely to become simpler, slower or more forgiving. Education cannot eliminate uncertainty. It can, however, equip people to navigate it with more confidence, competence and freedom.
