Digital identity is becoming the operating layer of the state

As governments move services, payments and participation online, identity systems are turning into critical democratic infrastructure.

The quiet constitutional change inside digital government

For two decades, much of electronic government was framed as administrative modernisation. Put forms online, digitise records, connect agencies, and citizens would spend less time waiting in queues or repeating the same information. That agenda remains important. Yet a more consequential transformation is now under way. Across advanced and emerging economies alike, digital identity, shared registries and interoperable data systems are becoming the operating layer through which people access welfare, healthcare, taxation, licensing and, increasingly, civic participation.

This is not merely a technical upgrade. It amounts to a redistribution of practical power within the state. Rules once enforced by front-line discretion or paper procedure are being translated into authentication protocols, eligibility engines and permissioned data exchanges. In democratic terms, that matters because whoever designs and governs these systems influences not only efficiency, but who is seen, who is excluded, and how errors can be challenged.

The promise is substantial. Properly designed digital public infrastructure can reduce fraud, simplify service delivery, widen access and improve portability across institutions. The risks are equally substantial. Identity systems can entrench exclusion, enable over-collection of data, centralise surveillance capacity, and make administrative mistakes both harder to detect and more damaging at scale. The debate, then, should not be reduced to whether digital identity is good or bad. The more useful question is what governance model can make it democratically legitimate.

Why identity sits at the centre of state capacity

Governments need reliable ways to recognise people, businesses and organisations. Without that, public administration becomes expensive, fragmented and vulnerable to error. The World Bank and the United Nations have both documented how legal identity underpins access to services, financial inclusion and public administration, particularly where populations remain poorly recorded in civil registries. In many countries, the absence of robust identity systems has meant duplicate records, ghost beneficiaries, or eligible citizens unable to prove entitlement.

Once services move online, the requirement becomes more exacting. A paper passport or local office record may be enough for occasional interaction; digital welfare claims, tax submissions or electronic prescriptions require continuous and dependable authentication. This is why digital identity has moved from the edge of administrative reform to the centre of state capacity. It is the mechanism that lets a citizen prove who they are remotely, and that lets one agency trust information originating in another.

Estonia’s widely studied digital state illustrates the upside. By combining strong digital identity with secure data exchange and clear legal architecture, it has enabled extensive online access to public services while maintaining auditable records of who accessed data. The lesson is not that every country can simply copy Estonia. Its population size, institutional history and high levels of state digitisation are unusual. The broader lesson is that identity only works democratically when embedded in a wider system of transparency, legal recourse and institutional trust.

The democratic test is inclusion, not elegance

Technologists often admire digital systems for coherence and scale. Democracies must judge them by a different standard: whether they expand meaningful access without creating new classes of administrative invisibility. This is where digital identity projects frequently struggle. Authentication can fail for mundane reasons: unstable internet access, outdated devices, poor biometric capture, name mismatches, address changes, or weak procedures for correcting records. What appears efficient in a system diagram can feel punishingly rigid in ordinary life.

Research from the OECD and studies of digital service delivery have repeatedly stressed the persistence of the digital divide. Access is not simply a matter of broadband coverage. It includes skills, language, disability access, trust, and the confidence to navigate automated procedures. In countries where public services are increasingly digital-first, people on lower incomes, older citizens, migrants and those with unstable housing are often at higher risk of friction or exclusion.

That raises a basic democratic principle: a state should not become easier to administer at the cost of becoming harder to reach. Digital channels can and should be the default where they genuinely improve service quality. But default must not mean exclusive. Analogue routes, assisted digital support, and clear appeal mechanisms remain essential parts of public infrastructure, not nostalgic leftovers from a pre-digital era.

Interoperability can improve services and magnify mistakes

Much of the appeal of modern govtech lies in interoperability: the ability of different agencies and systems to exchange verified information so that citizens need not submit the same documents repeatedly. The “once-only” principle promoted in parts of Europe captures a sensible ambition. If the state already knows a citizen’s registered address or income history, it should not need to ask for it again each time that person applies for a service.

Used carefully, interoperability reduces burden and can improve accuracy. Used carelessly, it creates a machinery for cascading errors. A mistaken classification in one registry can propagate through multiple agencies before the affected person even knows it exists. The more joined-up the back end becomes, the more important it is to have logs, notification rules, data quality controls and simple correction pathways. Administrative law has long recognised the value of procedural fairness; digital systems need equivalent protections by design.

There is also a subtler issue. Interoperability changes institutional incentives. Agencies that once had practical limits on information-sharing may come to regard comprehensive access as normal. That can produce convenience for administrators, but democracies should still ask whether each linkage is necessary, proportionate and subject to oversight. Data-sharing should be governed by public purpose, not by the mere technical possibility of integration.

The privacy question is about power, not only data

Public debate about digital identity often narrows privacy to security: can the database be hacked, and is the encryption strong enough? These are crucial questions, but not sufficient ones. Privacy in democratic governance is also about power asymmetries. How much can the state infer about a person’s life from linked records? Which agencies can access what, under what authorisation, and with what audit trail? Can individuals see who has queried their data and challenge misuse?

The OECD’s work on digital government and data governance points to the need for stewardship rather than simple accumulation. That means collecting the minimum data necessary for a clearly specified purpose, setting retention limits, restricting function creep, and ensuring independent supervision. The European Union’s legal framework has, in different ways, reinforced the idea that personal data use by public authorities must be bounded by necessity and proportionality.

Digital identity can enhance privacy if it reduces repetitive data collection and allows selective disclosure. It can erode privacy if it becomes a universal key that facilitates broad tracking across domains of life. The distinction is not semantic. It is the difference between a citizen presenting proof for a specific transaction and a state assembling a continually expanding composite portrait of that citizen. Democratic resilience depends on preserving that difference.

Trust is produced by institutions, not apps

One common mistake in digital government is to treat trust as a user-experience problem. Better interfaces matter; fewer password resets help. But political trust in public systems is generated far more by institutions than by design polish. Citizens trust digital services when rules are clear, when failures can be corrected, when officials are accountable, and when oversight is visible and credible.

The history of e-government suggests that adoption rises not simply where technology is available, but where citizens believe the state will handle data responsibly and services will work predictably. This is one reason why countries with stronger administrative traditions often find it easier to extend digital channels. Trust accumulates through repeated evidence of competence and restraint.

That has practical implications. Governments should publish impact assessments, technical standards and independent audit findings. They should document error rates where feasible, explain authentication choices, and provide plain-language redress routes. They should also separate procurement enthusiasm from constitutional judgment. A secure login system may be technically impressive while still failing tests of fairness, necessity or due process.

Digital participation needs more than transactional services

The category of digital democracy is broader than digital administration. Much public investment has rightly focused on making transactions with the state easier: filing taxes, renewing licences, claiming benefits. Yet democracy is not only transactional. It also concerns participation, deliberation and scrutiny. Here the record is more mixed.

Digital tools can widen access to consultations, participatory budgeting and local decision-making, especially when geography or work patterns make in-person participation difficult. Taiwan’s experiments with digital participation have often been cited for showing how online consultation can complement representative institutions rather than bypass them. But many platforms launched elsewhere have suffered from low awareness, poor moderation, vague policy linkage, or tokenistic use in which citizens are invited to contribute but not shown how decisions follow.

The lesson is straightforward. Participation tools create democratic value only when connected to real decision processes. Citizens need clarity on what is open for influence, who decides, what evidence counts, and how contributions will be reflected in outcomes. Otherwise digital participation becomes performative consultation: visible enough to signal openness, weak enough to avoid redistributing power.

AI will intensify old governance problems

As governments adopt artificial intelligence in fraud detection, case triage, translation, document processing and policy analysis, digital identity systems will become even more consequential. AI systems depend on administrative data, and identity-linked registries make such data easier to join, analyse and act upon. That can improve speed and targeting. It can also amplify bias, opacity and wrongful denial if models are trained on flawed records or deployed without adequate safeguards.

Public-sector algorithmic systems have already prompted concern from watchdogs and researchers over explainability, accountability and appeal rights. The issue is not only whether a model is statistically accurate. It is whether an affected person can understand a decision, contest it, and obtain meaningful human review. In welfare administration, migration control or policing, the stakes are too high for opaque optimisation to substitute for public reasoning.

This is where identity governance and AI governance converge. Clean registries, rigorous access controls, documented data provenance and narrow purpose limitation are not bureaucratic niceties; they are prerequisites for responsible automation. States that neglect these foundations may discover that digitisation has not solved administrative weakness so much as encoded it.

Resilience matters as much as convenience

Digital public infrastructure is often discussed in terms of speed and efficiency. Recent years have made a different concern harder to ignore: resilience. Cyber attacks on public institutions, outages in critical systems, and geopolitical pressure on digital supply chains all underscore that modern states need public services that can continue operating under stress. A digital identity failure is not like a broken consumer app. It can interrupt access to healthcare, income support or legal status verification.

The policy implication is that redundancy should be treated as a democratic safeguard, not merely a technical cost. Systems require offline contingencies, clear incident response protocols, independent security testing, and business continuity plans that assume prolonged disruption rather than momentary glitches. This is especially important where one identity credential opens access to a large share of public and private services.

Resilience also has a social dimension. Citizens must know what to do when systems fail. Call centres, physical offices and trusted intermediaries such as libraries or local service points may appear inefficient in spreadsheet terms. In practice they can be the difference between a resilient public service and a brittle one.

What a democratic model of digital public infrastructure looks like

If identity-centred digital government is becoming unavoidable, the task is to shape it around democratic principles. A credible model would rest on several commitments. First, legal identity and digital access should be universal in ambition but plural in delivery, with alternatives for those unable or unwilling to use a single digital channel. Secondly, data-sharing should be purpose-bound, logged and reviewable. Thirdly, individuals should have practical rights to inspect, correct and contest records and automated decisions.

Fourthly, governance should be institutional rather than ad hoc. Independent data protection authorities, auditors, courts, ombuds institutions and parliamentary committees all have roles in keeping digital systems answerable to the public. Fifthly, technical architecture matters politically. Federated or privacy-preserving approaches may in some contexts reduce concentration of risk compared with highly centralised designs. No architecture removes the need for governance, but some make abuse or error easier to contain.

Finally, public communication should be candid. Governments often oversell seamlessness and underspecify trade-offs. Citizens can tolerate friction more readily than they can tolerate opacity. Explaining what a system does, what it does not do, and how decisions can be challenged is not a communications exercise after implementation. It is part of democratic legitimacy itself.

From service delivery to statecraft

The most important shift in govtech is conceptual. Digital identity, registries and interoperable data systems are no longer support functions sitting behind public administration. They are becoming a core instrument of statecraft. They shape fiscal capacity, social policy delivery, border management, health administration and the everyday experience of citizenship. For democracies, that means technical design choices are increasingly inseparable from constitutional values.

There is no route back to a fully analogue state, nor should there be. Digital systems can make government more legible, more responsive and more accessible. But the benchmark for success cannot be speed alone. It must include whether people can exercise rights without undue friction, whether oversight keeps pace with integration, and whether the state remains accountable when decisions are translated into code and data flows.

The real contest in digital democracy is therefore not between innovation and caution. It is between two models of public power. One treats digital infrastructure chiefly as an efficiency machine; the other treats it as civic infrastructure that must be governable, contestable and inclusive. The second model is harder to build. It is also the only one consistent with democratic government in a digital age.
